Funding signal vs tender: what suppliers must understand
The difference between a confirmed award, source-mentioned activity, a possible supplier category and a live procurement notice.
Funding award
Money has been allocated to a recipient for a stated purpose. It may contain supplier spend, staff costs, onward grants or other non-procurement expenditure.
Source-mentioned activity
The published project description directly mentions works, goods or services. This does not establish a ring-fenced supplier budget or show that the recipient is inviting quotes.
Possible supplier category
Relevant project language supports monitoring a supplier category. It is a qualitative research aid, not a probability or a claim that purchasing will occur.
Confirmed procurement
A live brief, quote request or tender provides observable evidence that the recipient is seeking supply. Always follow the original instructions and deadlines.
