Haringey’s LBOC 27 initiative Rebel Borough aims to develop a more inclusive, resilient, and community-rooted cultural and heritage infrastructure across the borough. Haringey Culture Collective, established by Haringey Council, will oversee/manage the LBOC celebrations and lead the overall programme across the borough, ensuring resilience, safeguarding legacy, and driving a connected, representative cultural ecosystem. This proposal represents the development phase of the heritage masterplan, laying the groundwork for a subsequent delivery phase proposal to NLHF that will fully realise the long-term ambitions. Its purpose is to elevate underrepresented histories, strengthen sector capacity, and create meaningful opportunities for residents—particularly from underserved communities—to actively engage with, shape, and lead local heritage/cultural activity. We aim to inspire deeper public connection with Haringey’s radical, rebellious past, while encouraging new forms of creative expression. This phase will also build Bruce Castle Museum and Archives’ capacity through digital systems, improved display infrastructure, and heritage skills for staff/volunteers.
